i. Culture:
1. Preservation and promotion of culture, heritage and creative arts – Building synergy with relevant cultural institutions.

v. Sports
1. Promotion and development of sports programs in the entire county.
2. Facilitate development of sports facilities and infrastructure.

In the culture sector, progress has been made in the completion of the gallery 1, II, III at Lower Eastern Heritage Centre at Tseikuru, which stands at 30% of the target. Additionally, engagement with institutions relevant to the department is at 60%, and frameworks with local and national partners have been strengthened.
For gender, social development, and children services sector, the socio-economic empowerment initiatives for women and community groups achieved 494 out of 534 groups target. The completion of eight resource centres and social halls is at 2 out of the 8, and child development initiatives for 20% of the target have been supported. The sector has only achieved 30% of the target in accessing 30% public procurement for 2470 persons and 494 women registered companies. The county is yet to complete the entire wards in forming the gender awareness and response framework, and sensitization seminars and barazas for SGBV
and other related family cohesive matters have only reached 40% of the target.
In the sports sector, the construction of ultra-modern stadia complex, which has a target of 100%, is at 0% due to inadequate funding, delayed disbursement of funds, Covid 19 effects, and FKF wrangles. The upgrade of sports facilities in at least one per village is at 45%, while talent development in rugby and sports equipment/kit to teams and clubs have reached 100% and 35% of the targets, respectively. The county is yet to set up a County Sports Council.
For youth development, approximately 6800 youths were trained and employed in KICOYDEC, albeit in phases, instead of the targeted 800. The youth skills development program for 3,200 youths trained only 1,920, and only 48 youths per ward were trained in the entire 40 wards due to limited financial resources.
Overall, the county has made progress in some areas, while others are still below the set targets due to various challenges, including inadequate funding, Covid 19 effects, and delayed disbursement of funds.
