Kitui Municipality is composed of two sub-sectors, namely:
i. Finance and Administration
ii. Technical services
i. Finance and Administration is composed of Trade, cooperatives and industrialization, Administration and corporate services and Finance and revenue Assurance.
ii. Technical services are composed of Planning and Development Control, Environment and Public health, Transport and infrastructure
The sector goals include:
i. Promote a safe and healthy environment in Kitui Town.
ii. Promote and undertake infrastructural development and services within the town.
iii. Monitor the impact and effectiveness of any services, policies and programs or plans.
iv. Efficient and effective revenue collection.
v. Strengthen the economic competitiveness of Kitui Town.
In the planned period Kitui Municipality targeted to improve: road network and other infrastructure and construction of modern market. Target was to tarmac 9 kilometers of road but only 7.71 kilometers was done, 15 kilometers were graveled out of 19-kilometer target, 35 roads signs were elected against target of 60, paved walkways 2.1km against 4km,9 kilometers were developed in residential area against target of 18 kilometers. One modern Kithomboani market currently at 85% percent physical progress. Waste campaign sensitization surpassed target of 10 by 5 due to joint effort of municipality and stake holders like NEMA, Red cross and University students.
Kitui Municipality targeted to have dustless town by tarmacking 9 km. At the end of the plan period, the sector achieved 7.71km which is equivalent to 85.6%. This was attributed by the sector partnership with Kenya Urban Support Programme (KUSP) which aimed at delivering improved infrastructure and services in municipalities.
