Mission:
To ensure sustainable land management, promote decent housing and facilitate effective urbanization.
1. Formulate and execute spatial, urban and other land use plans enabling high land resource productivity.
2. Develop efficient land use management system(s) for effective land management and revenue mobilization.
3. Facilitate a sustainable framework for affordable housing.
4. Promote and enhance sustainable urban development and management.
5. Work with National government to implement housing development Plans.
6. Produced updated valuation roll for land rates collection and verification.
7. Support effective urban development planning.
8. Improve on the Infrastructure services in the urban areas.
At the beginning of plan period, the Ministry aimed at establishing a County GIS Lab that is fully operational. At the end of plan period, the lab was operational with the required staff and housed at one of the offices in the Municipality block. This was attributed to the timely release of funds by the county and the commitment by the county to have GIS based decision making in future endeavors.
Within the planning period, the Physical Planning department planned to prepare 600 georeferenced market layout plans with the aim of helping the department to solve various plots disputes, gather information pertaining to the respective market centres and to help the county improve revenue collection through plot rates. At the end of planning period, only 21 were prepared. This was attributed to timely release of funds for implementation of the programme. Failure to achieve the target was attributed to misallocation of funds to other programmes other than the ones planned for.
The Department also aimed at preparing a County Spatial Plan at the beginning of the plan period. The county in collaboration with the University of Nairobi initiated the project by entering into an agreement and signing of M.O.U. At the end of plan period, the County Spatial Plan was at situation analysis stage (25%). The Failure to complete the project was attributed to untimely release of funds by the County, Lack of cooperation between the land Ministry and the University of Nairobi in executing the project.
In addition, the Ministry sought to prepare at least 8 local Physical and Land Use Development plans, At the end of plan period, two draft Plans (which were awarded to a consultant were complete), only awaiting advertisement and approval by the County.
