DECLARATION OF VACANCIES IN THE COUNTY TREASURY – RE-ADVERTISEMENT

Kitui County Public Service Board (CPSB) is a body corporate established under Section 57 of the County Governments Act, 2012 pursuant to Article 235 of the Constitution of Kenya 2010. Section 59 of the County Governments Act 2012 outlines the functions of the CPSB among them being appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the County and to confirm appointments”

Pursuant to the Public Finance Management Act, 2012 Section 155 (5), Gazette Notice No. 2690 of 15th April, 2016, Regulation No. 167 and 168 of the Public Finance Management Regulations 2015 and the above provisions, Kitui CPSB invites applications from suitably qualified persons who wish to be considered for the positions listed below:

  1. CHAIRPERSON – COUNTY AUDIT COMMITTEE, ONE (1) POST

Terms of service: Three (3) year contract on part time basis, renewable once, subject to performance

Requirements for Appointment

  1. Be a citizen of Kenya;
  2. Possess at least an undergraduate degree from a recognized university in the field in which she or he has been practicing;
  3. Satisfies the requirements of Chapter six of the Constitution;
  4. Not a past or present employee of the entity, and shall not have served as an employee or agent of a business organization which has carried out any business with Kitui County in the last two (2) years;
  5. Have at least ten (10) years of experience in a senior management position, where their scope of work covered the entire organization they were working with;
  6. Be a member in good standing of a professional body such as: IIA, ICPAK, ICPSK, IAK, APSEA, ACFE, LSK or any other relevant professional body;
  7. Be independent and proactive leader with confidence and high integrity;
  8. Demonstrate a knowledge and understanding of the object, principles and functions of the Government of Kitui County;
  9. Demonstrate competence in leadership and business management;
  10. Possess a good understanding of government operations, financial reporting and auditing;
  11. Possess excellent working knowledge of audit committees functions and risks management framework;
  12. Possess strong interpersonal skills and time available to develop and monitor the committee agenda; and
  13. Not a holder of a political office.

Duties and Responsibilities

  1. Set agenda for each meeting with the Committee members;
  2. Provide oversight on risk management, controls and governance processes and audit affairs of the County Government and make appropriate recommendations to the County Executive Committee regarding internal control and audit matters;
  3. Follow up on the implementation of the recommendations of internal and external auditors;
  4. Arrange for periodic reviews of the effectiveness of the Audit Committee alongside its mandate;
  5. Demonstrate independence and impartiality in decision making which accord with the legal constitutional and policy requirement; and
  6. Provide clarification to members on the Audit Committee’s responsibilities.

Requirements for Appointment

  2. Be a member in good standing of a professional body such as: IIA, ICPAK, ICPSK, IAK, APSEA, ACFE, LSK or any other relevant professional body;
  3. Possess at least an undergraduate degree from a recognized university in the field in which she or he has been practicing;
  4. One shall not be a past or present employee of the entity, and shall not have served as an employee or agent of a business organization which has carried out any business with Kitui County in the last two (2) years;
  5. Have at least five (5) years of experience in a senior management position, where their scope of work covered the entire organization they were working with;
  6. Demonstrate a knowledge and understanding of the object, principles and functions of the Government of Kitui County;
  7. Demonstrate competence in leadership and business management;
  8. Possess a good understanding of government operations, financial reporting and auditing;
  9. Not a holder of a political office.

Duties and Responsibilities

Remuneration

The Members of the County Audit Committee shall serve for a term of three (3) years, on a part time basis, renewable once, subject to performance. Their allowances and benefits shall be as guided by the Salaries and Remuneration Commission of Kenya.

Important information to all applicants

  • Applications should reach the Secretary, County Public Service Board on or before WEDNESDAY 1ST NOVEMBER, 2023;
  • Only shortlisted candidates will be contacted;
  • Shortlisted candidates MUST meet the requirements of Chapter Six of the Constitution of Kenya on leadership and integrity and will be required to produce clearance/compliance certificates from the following agencies during the interviews:
  • Ethics and Anti-Corruption Commission
  • Higher Education Loans Board
  • Kenya Revenue Authority
  • Credit Reference Bureau
  • Directorate of Criminal Investigation
  • Shortlisted candidates will be required to produce their original National Identity cards, birth certificates, academic and professional certificates and testimonials during the interview.
