The Water Resource Development program aimed to increase access to safe water for domestic use, irrigation, and livestock use through various sub-programs. The Boreholes drilling and equipping sub-program targeted to drill and equip 90 boreholes. However, only 39 boreholes were drilled and equipped due to delays in procurement of contractors and insufficient funds. The Time taken to reach water points from homes was planned to be reduced to 20 minutes, but it took 45 minutes. The target was not fully achieved.
The Rehabilitation of boreholes through installation of green energy, electricity connection, and purchase of standby generators sub-program aimed to rehabilitate 360 boreholes, but only 46 were rehabilitated due to delays caused by Kenya Power in power connection.
The Mega Dams sub-program aimed to construct 5 dams, but only 2 dams were constructed due to insufficient funds to construct the second dam. Similarly, the Construction of medium dams (1 per ward) sub-program aimed to construct 40 medium earth dams but only 11 were constructed due to unavailability of water catchment areas and community land issues. The Construction and extension of water pipelines sub-program targeted to extend 50 pipelines, but 72 were extended. However, the project did not meet the target due to the high pumping cost involved in areas where gravity cannot be used in water distribution. The distance to the nearest water point was planned to be 3 km, but only 5 km was achieved due to additional water sources.
The Construction/desilting of small earth dams/pans & rock catchments sub-program aimed to construct 80 earth dams/pans/rock catchments, but only 46 were constructed due to lack of resources and skills in rock catchments and desilting of the earth dams. The % of households with access to safe, clean water was planned to be 60%, but only 42% achieved due to low quality borehole water, pollution in rivers, and earth dams compromising the cleanliness of
water.
The Construction of sand dams/subsurface dams sub-program aimed to construct 160 sand dams, but only 145 were constructed due to insufficient funds. Similarly, the distance to the nearest water point was planned to be 3 km, but only 5 km was achieved due to additional water sources.
The Water Supplies maintenance, repairs & rehabilitation sub program targeted to repair/rehabilitate 100 water supplies, but 106 were repaired/rehabilitated. The high number of repairs was attributed to roads maintenance effect on pipelines and rainfall. However, only 35% achieved sustainable water for schemes due to insufficient water resources to support the schemes.
The Subsidies for WSPs sub-program aims to enhance continuous access to safe water supplies in Kitui & Mwingi towns by supporting 2 WSPs. The % of households with access to safe, clean water was planned to be 80%, but only 42% achieved due to rapid urbanization in Kitui and Mwingi towns.
The Construction of River-Athi-Kanyangi-Mutomo-Kanziko & Kiomo-Kyethani water supplies sub-program aimed to reduce the distance to the nearest water point to 3 km. However, only 5 km was achieved, and the project is ongoing in 4 areas i.e. Kanyongonyo, Kiseuni, Mwaani, and Kamutei.
The Procurement of SCWO’S vehicles sub-program aimed to ease movement of staff to workstations & project sites by buying 9 vehicles. However, the project was not implemented due to insufficient funds.
Lastly, The Feasibility Studies project produced 261 designs, exceeding the end-term target of 250. However, the project experienced a slowdown due to slow uptake of projects, which may have impacted the efficiency of the project. Overall, the project has been successful in producing accurate designs for water projects.
