Kitui County Public Service Board (CPSB) is a body corporate established under Section 57 of the County Governments Act, 2012 pursuant to Article 235 of the Constitution of Kenya 2010. Section 59 of the County Governments Act 2012 outlines the functions of the CPSB among them being “appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the county and to confirm appointments”.

Pursuant to the above constitutional and legal provision, Kitui CPSB invites applications from qualified persons to be considered for the positions below:

  1. DEPUTY DIRECTOR – REVENUE, JOB GROUP ‘CPSB 04’ (Q) ONE (1) POST

Terms of Service: Permanent and Pensionable

Requirements for Appointment

For appointment to this grade, an officer must have:-

  1. Be a Kenyan Citizen;
  2. Served in the grade of Assistant Director – Revenue for a minimum period of three (3) years;
  • Bachelor’s degree in any of the following:- Accounting, Finance, Business Administration, Commerce, Economics, Statistics or its relevant and equivalent qualification from a recognized institution;
  1. Master’s degree in any of the following:- Accounting, Finance, Business Administration, Commerce, Economics, Statistics or their equivalent qualification from a recognized institution;
  2. Certified Public Accountant (CPA) K or Association of Chartered Certified Accountant (ACCA) or Chartered Financial Analyst (CFA) finalist;
  3. Member of Institute of Certified Public Accountants of Kenya (ICPAK), Association of Chartered Certified Accountants (ACCA) or Institute of Chartered Financial Analysts (ICFA) or any other relevant professional body and in good standing;
  • Attended a Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized institution;

Duties and Responsibilities

Duties and responsibilities at this level will entail:

  1. Assist in planning, organizing, coordination, supervision and administration of all revenue matters;
  2. Assist in provision of advisory on revenue matters to Director, Revenue;
  • Assist in ensuring proper enactment of laws, financial regulations and procedures pertaining to revenue matters;
  1. Assist in initiating internal controls and procedures within the Department of Revenue;
  2. Assist in provision of quality and timely accounting services in the Revenue unit which include maintenance of accurate accounting records and preparation of management and statutory reports; and
  3. Develop fresh revenue streams giving annual collection targets.
  4. SUB COUNTY ADMINISTRATOR – MWINGI CENTRAL, JOB GROUP ‘CPSB 04’ (Q) ONE (1) POST

Terms of Service: Permanent and Pensionable

Requirements for Appointment

  1. Be a Kenyan Citizen;
  2. Be a holder of a relevant Master’s degree from a recognized institution;
  • Be a holder of a relevant Bachelor’s degree from a recognized institution;
  1. Relevant working experience of not less than ten (10) years;
  2. Attended a Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized institution; and
  3. Have qualifications and knowledge in administration and management.

Duties and Responsibilities

The Sub County Administrator shall be responsible to the relevant Chief Officer in terms of coordinating, managing and supervision of general administrative functions in the Sub County Unit including:

  1. Developing policies and plans;
  2. Ensuring effective service delivery;
  • Coordinating developmental activities to empower the community;
  1. Providing and maintaining infrastructure and facilities of the Sub County Public Service;
  2. Managing the Sub County Public Service;
  3. Facilitating and coordinating citizen participation in the development of policies and plans and delivery of services;
  • Exercising any functions and powers delegated by the County Public Service Board; and
  • Any other duty as may be assigned by a competent authority.
  1. DEPUTY SUB COUNTY ADMINISTRATOR – MWINGI CENTRAL, JOB GROUP ‘CPSB 05’ (P) ONE (1) POST

Terms of Service: Permanent and Pensionable

Requirements for Appointment

  1. Be a Kenyan Citizen;
  2. Be a holder of a relevant Bachelor’s degree from a recognized institution;
  • Senior Management Course lasting not less than four (4) weeks from a recognized institution;
  1. Relevant working experience of not less than seven (7) years;
  2. Have qualifications and knowledge in administration and management; and

Duties and Responsibilities

The Deputy Sub County Administrator shall deputize the Sub County Administrator in coordinating, managing and supervision of general administrative functions in the Sub County Unit including:

  1. CHIEF SUPERINTENDING ENGINEER (ELECTRICAL), JOB GROUP ‘CPSB 05’ (P) ONE (1) POST

Terms of Service: Permanent and Pensionable

Requirements for Appointment

  1. Be a Kenyan Citizen;
  2. Bachelor’s degree in Electrical Engineering or its relevant and equivalent qualification from a recognized institution;
  • Senior Management Course lasting not less than four (4) weeks from a recognized institution;
  1. Registration by the Engineers Board of Kenya (EBK);
  2. Master’s degree in Electrical Engineering or its relevant and equivalent qualification from a recognized institution will be an added advantage; and

Duties and Responsibilities

  1. Supervising collection, analysis and management of agriculture crops data;
  2. Coordinating collection and packaging of new and existing agricultural technologies;
  • Promoting agribusiness incubation and market development;
  1. Managing and controlling trans-boundary pests, diseases and invasive species;
  2. Undertaking assessment on crop, food and nutritional security situation;
  3. Promoting climate change adaptation and mitigation and environmental management in agriculture;
  • Developing proposals for national agricultural programmes and projects;
  • Collaborating with stakeholders to identify areas of agricultural research;
  1. Promoting access to affordable credit, crop insurance and inputs for agricultural production in collaboration with stakeholders;
  2. Training agricultural stakeholders and preparing reports;

  1. PRINCIPAL FINANCE OFFICER, JOB GROUP ‘CPSB 06’ (N) TWO (2) POSTS

Terms of Service: Permanent and Pensionable

Requirements for Appointment

For appointment to this grade, an officer must have:

  1. Be a Kenyan Citizen;
  2. Served in the grade of Senior Finance Officer or in a relevant and comparable position in the Public Service for a minimum period of three (3) years;
  • Bachelor’s degree in any of the following areas: Commerce (Finance or Accounts option), Economics, Business Administration, Business Management or Finance from a recognized institution;

OR

  1. Any other Bachelor’s degree with Certified Public Accountant II (CPA II) qualification;
  2. Attended and successfully completed a Senior Management course lasting not less than four (4) weeks;
  3. Attended and successfully completed a certificate course in Public Financial Management; and

Duties and Responsibilities

  1. Coordinating and analyzing Medium Term Expenditure Framework (MTEF) Budget;
  2. Assisting County Ministries and Departments in costing of programmes;
  • Incorporating the County Ministries and Departments inputs into the budget process;
  1. Communicating approved annual estimates to various County Ministries and Departments and ensuring that there is a timely adjustment of work plans commensurate with the resources voted in the budget;
  2. Determining performance indicators for programmes; and

Requirements for Appointment

  1. Be a Kenyan Citizen;
  2. Served in the grade of Assistant Quantity Surveyor I or comparable and relevant position in the Public Service for at least three (3) years;
  • Bachelor’s degree in Building Economics/Quantity Surveying or its equivalent and relevant qualifications from a recognized institution;

  • Higher Diploma in Ophthalmology and Cataract Surgery from a recognized institution;
