PUBLIC NOTICE ON TENDER CANCELLATION OF COMMUNITY LEVEL INFRASTRUCTURE DEVELOPMENT PROGRAM (CLIDP) AND SAND DAMS PROGRAM PROJECTS FOR THE 2022/2023 FINANCIAL YEAR THAT WERE ADVERTISED ON 6TH MARCH 2023

The Public Procurement Regulatory Authority (PPRA) has through an advisory to the County Government of Kitui dated 28th March 2023 directed that tenders on Community Level Infrastructure Development Program (CLIDP) and Sand Dams Program projects for the 2022/2023 Financial Year advertised on 6th March 2023 be cancelled and be re-advertised. The tenders under reference were advertised in the Public Procurement Information Portal (PPIP), the Kitui County Government website and the Star newspaper.

The PPRA advisory required the County Government to: a) enhance clarity on reservations for tenders in various wards in line with the open tender approach adopted in the advert; b) ensure the technical evaluation criteria of the advertised tenders is inclusive of critical technical competence requirements such as qualified and competent manpower and equipment; c) upload tender documents with relevant specifications and drawings; and d) ensure National Construction Authority (NCA) certification is a mandatory requirement for building and civil infrastructural works.

In light of this, the tenders for these projects are hereby cancelled and the same will be re-advertised soon after incorporation of the concerns raised by PPRA. All prospective bidders who meet the prescribed eligibility criteria set out in the re-advertised tenders are encouraged to apply. Please note that bidders who participated in the cancelled tenders will be required to apply afresh. Any inconvenience caused is regretted.
