Kitui County Public Service Board

Kitui County Public Service Board (CPSB) is a body corporate established under Section 57 of the County Governments Act, 2012 pursuant to Article 235 of the Constitution of Kenya 2010. Section59 of the County Governments Act 2012 outlines the functions of the CPSB among them being “appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the county and to confirm appointments”.

Section 45(1)(a) of the County Governments Act, 2012 further mandates the CPSB to competitively source and recommend qualified and experienced persons for nomination and appointment as County Chief Officers by the Governor.

Pursuant to the above constitutional and legal provision, Kitui CPSB invites applications from qualified persons to be considered for the position below:




For appointment to this position, a person should:

  • Be a citizen of Kenya;
  • Be in possession of a relevant Bachelors degree from a university recognized in Kenya;
  • Possession of a Masters degree or higher academic qualifications from a university recognized in

Kenya will be added advantage;

  • Have at least ten (10) years relevant professional experience in the portfolio of interest, five years of which should have been in a leadership position or at a top management level in the Public

Service or Private Sector; and

  • Membership to a relevant Professional Association/body will be an added advantage.

The County Chief Officer shall be responsible for one of the following portfolios:

  1. The Governor’s office, Two Posts ;
  2. County Ministry of Land, Infrastructure, Housing and Urban Development , One Post (Re-Advertisement);
  1. County Ministry of Agriculture, Water and Livestock Development, Two Posts (Re-Advertisement);

Duties and Responsibilities:

A Chief Officer will be in charge of administration of a County Ministry/Department. He /She will be the Accounting and Authorized Officer responsible for:

  • Providing strategic policy direction for improved service delivery;
  • Developing and implementing an effective performance management system;
  • Developing and implementing strategic plans;
  • Ensuring efficient and effective use of Financial and Human Resource, management of information systems and regular financial reporting as required;
  • Maintaining effective collaboration and partnerships with other organs of governments, Ministries/departments, the private sector and other stakeholders;
  • Providing leadership in mainstreaming Information Communication Technology in the operations of the County Ministry/Department;
  • Promoting values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya 2010 in the operations of the Ministry/Department; and
  • Ensuring the achievement of the County goals and objectives and Inter-Governmental programs and projects.

Salary Scale:

The salary, allowances and other benefits attached to this position will be as determined by the Salaries and Remuneration Commission.

Terms of Service:

A County Chief Officer will serve on contract basis.
